Report of the 12th meeting of the ISO/TC 8/SC 1 Working Group on Lifesaving Appliances and Arrangements. Copehhagen, Denmark 2003-01-13/14
1 OPENING OF THE MEETING
The meeting was opened by the Convener of the working group, Mr. Jens Peter Bie (Denmark/DS). Mr. Bie thanked the delegates for their participation, and invited Mr. H.-J. MOlstrand of DS to discuss logistical arrangements for the meeting.
2 ROLL CALL OF DELEGATES
The meeting was attended by representatives of 3 P member countries and 1 Category. A liaison body, as well as 2 industry representatives. The attendance list (including industry representatives) is attached as Annex 1.
3 APPOINTMENT OF THE DRAFTING COMMITTEE
The working group (WG) did not form a formal drafting committee, since formal resolutions were not anticipated. The various members of the group shared in the drafting of documents as necessary. In keeping with TC 8 policy, all documents were prepared in English only.
4 ADOPTION OF THE AGENDA
1 N 163 - Draft agenda
After brief discussion, the draft agenda distributed with the meeting announcement was adopted as the final agenda.
5 DEVELOPMENT OF DRAFT STANDARDS
The WG reviewed the working draft document Ships and marine technology - Survival equipment for survival craft and rescue boats clause by clause. In its discussions, the WG took into account comments provided earlier by Japan and Germany. The WG resolved most of the provisional [square bracketed] items, and questions and issues which had been raised at previous meetings. Mr. Molstrand of DS helpfully provided copies of several relevant ISO standards which were incorporated in the document as normative references. Those items still requiring discussion, resolution, or further research were left in square brackets, and annotated appropriately on the new working draft. These include:
・Consideration of suitable requirements for compasses in free-fall lifeboats
・Consideration of size and number of portable fire extinguishers in lifeboats and rescue boats
・Comparative analysis of national first aid kit requirements (US, Japan, MarED)
・Consider condensation of draft fishing kit requirements
・Consider reduction of ASTM flashlight standard into basic functional requirements
・Review available rescue quoits and consider suitable performance requirements
With the changes made, the WG agreed the new working draft should go forward under cover of a suitable new work item proposal to formalize the approval of the project, with a recommendation by the Secretary that the draft be approved for registration directly as a Committee Draft.
Reviewed changes made to 24432 Ships and marine technology - Thermal protective aids pursuant to comments at NWIP stage and discussions at earlier meetings. Updated normative references to replace national stds with suitable ISO references where possible, agreed that revised draft should go forward immediately for balloting as CD.
Viking LSE provided an interesting, fun, and informative seminar at the Tycho Brahe Planetarium in Copenhagen after hours on Monday.
6 REQUIREMENTS CONCERNING A SUBSEQUENT MEETING
The working group agreed to meet again in conjunction with the next SC I plenary meeting, scheduled for 14-16 April 2003 in Baltimore, Maryland, U.S.A.
7 CLOSURE OF MEETING
The Convener then thanked the delegates for their participation, and closed the meeting.
