1 Adoption of the agenda

The Sub-Committee will be invited to consider and adopt the provisional agenda (COMSAR 7/1) and agree to the provisional timetable (COMSAR 7/1/1, annex) intended to serve as a guide for the conduct of the session.
 
2 Decisions of other IMO bodies

The Sub-Committee will be informed of the decisions taken by MSC 75, the Diplomatic Conference on Maritime Security, MSC 76 and of any decisions of other IMO bodies relevant to its work.

3 Global Maritime Distress and Safety System (GMDSS)

3.1 The Sub-Committee will be invited to further consider matters relating to the GMDSS Master Plan taking into account GMDSS/Circ.8/Corr.5 of 30 April 2002, issued in "Word" and accordance with the Committee's instruction in loose-leaf format to allow the easy substitution of only those pages on which changes have been made.
 
3.2 The Sub-Committee will also consider any submissions relating to procedures for responding to DSC alerts, operational and technical co-ordination procedures of MSI services and review of the related documents.
 
4 ITU maritime radiocommunication matters

4.1 The Sub-Committee will be invited to consider the outcome of ITU-R WP 8B, 8D and Study Group 8, if any, on matters related to the maritime mobile and maritime mobile-satellite services and take appropriate action.
 
4.2 The most important task for the Sub-Committee will be to amend/adjust the IMO position on items concerning maritime issues, taking into account the outcome of CPM-02, for submission to WRC-03.
 
5 Satellite services (Inmarsat and COSPAS-SARSAT)

5.1 MSC 75 instructed the Sub-Committee to consider document MSC 75/11/5 regarding additional codes for the nature of distress in the Inmarsat-E system and advise MSC 77 as appropriate.
 
5.2 The Sub-Committee will be invited to consider any other comments and proposals that may be submitted under the agenda item.
 
6 Emergency radiocommunications, including false alerts and interference
 
6.1 COMSAR 6, having modified the terms of reference for the correspondence group on false alerts, extended its work to 2003. MSC 75 concurred with the Sub-Committee's decision.
 
6.2 The Sub-Committee, therefore, will be invited to consider the report of the correspondence group and any related comments and proposals.
 
7 Matters concerning search and rescue, including those related to the 1979 SAR Conference and the implementation of the GMDSS

7.1 The Sub-Committee will be invited to:
 
.1 consider the report of the ninth session of the ICAO/IMO Joint Working Group on Harmonization of Aeronautical and Maritime SAR held in Hong Kong, China from 30 September to 4 October 2002;
 
.2 identify passenger ships, other than ro-ro passenger ships, which could also benefit from being equipped with the medical first-aid kit (MSC/Circ.1042); and
 
.3 subsequently prepare an appropriate draft MSC circular for approval at MSC 77.
 
7.2 In addition to the above issues, the Sub-Committee will be invited to consider any comments and proposals that may be submitted under this agenda item.
 
8 Review of the SOLAS and SAR Convention provisions regarding the treatment of persons rescued at sea
 
The Sub-Committee will be invited to review the provisions of the SOLAS and SAR Conventions regarding the treatment of persons rescued at sea, based on the requests of resolution A.920(22) and as instructed by the Maritime Safety Committee.
 
9 Bridge-to-bridge radiocommunications
 
The Sub-Committee will be invited to consider further the bridge-to-bridge radiocommunications issue and report to MSC 77 accordingly (COMSAR 6/22, paragraph 9.7).
 
10 Large passenger ship safety

The Sub-Committee will be invited to consider the matter further based on additional guidelines and the updated work plan assigned to the Sub-Committee as set out in annexes 3 and 4 to document MSC 75/WP.12 developed by the MSC 75 Working Group on "Large passenger ship safety"
 
11 Developments in maritime radiocommunication systems and technology

In addition to the above document, the Sub-Committee will be invited to consider any other submissions related to maritime radiocommunication systems and new technologies.
 
12 Revision of the IAMSAR Manual
 
The Sub-Committee will be invited to consider proposed draft amendments to the Manual with a view for submission to MSC 77 for adoption.
 
13 Development of a procedure for recognition of mobile-satellite systems

In addition to the above document, the Sub-Committee will be invited to consider any submissions related to the matter.
 
14 Revision of performance standards for NAVTEX equipment
 
14.1 COMSAR 6 could not finalize the revision of the performance standards and invited Members to submit their comments and proposals to this session.
 
14.2 The Sub-Committee will be invited to consider further the matter and report to MSC 77.
 
15 Review of performance standards provisions (resolution A.809(19)) to require means of attachment of radiotelephone apparatus to its user

As instructed by MSC 75, the Sub-Committee will be invited to review the performance standards for survival craft two-way radiotelephone apparatus with a view to require means of attachment of such apparatus to its user.
 
16 Measures to enhance maritime security
 
The Sub-Committee will be invited to work on a system for long-range tacking and identification of ships, as instructed by the Maritime Safety Committee taking into account the outcome of other IMO bodies and the requests by the Diplomatic Conference on Maritime Security.
 
17 Harmonization of GMDSS requirements for radio installations on board SOLAS ships

The Sub-Committee will continue to consider the matter together with proposals which may be submitted under this agenda item with a view to prepare appropriate guidelines.
 
18 Amendments to the DSC Code and the 1994 HSC Code
 
The Sub-Committee will be invited to consider the matter, taking into account the outcome of the MSC 76 consideration of document MSC 76/8/1 on Proposed amendments to update the DSC Code and the 1994 HSC Code and any other proposals and comments which might be submitted.
 
19 Review of the FAL and SALVAGE Convention provisions to address the treatment of persons rescued at sea
 
The Sub-Committee will consider the issue taking into account the relevant outcome of MSC 76 thereon and appropriate submissions.
 
20 Work programme and agenda for COMSAR 8
 
The Sub-Committee will review its work programme, as approved by MSC 75 and revised by MSC 76, and propose modifications thereto, taking into account relevant decisions by the Committee. The Sub-Committee will prepare, in the light of progress made at the session, a revised work programme with proposed target completion dates and a draft provisional COMSAR 8 agenda, for approval by MSC 77.
 
21 Election of Chairman and Vice-Chairman for 2004
 
The Sub-Committee will be invited to elect its Chairman and Vice-Chairman for 2004.
 
22 Any other business
 
The Sub-Committee will give consideration to any comments and/or proposals that Members may submit under this agenda item.
 
23 Report to the Maritime Safety Committee
 
The Sub-Committee will be invited to consider its draft report on Friday, 17 January 2003, and adopt it for submission to MSC 77 for approval.
