1. Governments should develop long-term plans for the operation of drug supply systems.
2. Training in logistics should be improved at all levels. This shall initially be funded by donors, but gradually incorporated in governent budgets.
3. Governments should review budget health allocations and allocations for drug supplies should be increased. Donor funds should be directed to support ongoing health care reform.
4. A national plan for strengthening generic prescribing should be mobilized.
5. In certain countries assistance is required to improve capacity and standards for local production of essential drugs as this is important for sustainability.
