1.0. PAKISTAN'S MARITIME ADMINISTRATIVE ORGANIZATION:
For organizational chart, please refer to Annex-1:
 
1.1. MINISTRY OF COMMUNICATIONS (MOC):
It is the parent ministry. It has many divisions. Ports and Shipping Wing (P&S Wing) is under the administrative control of this ministry. Minister of Communications is the top official of the ministry and the Secretary, MoC is the main Governmental functionary who is responsible to the minister for efficient running of the ministry.

1.2. PORTS AND SHIPPING WING (P&S):
Its incharge is the Director General(DG), who is assisted by Director Ports & Administration (D P&A), Director Projects(DP), Director Shipping (DS), Chief Nautical Surveyor (CNS), and Chief Engineer & Ship Surveyor (CESS). Three directors assist DG in the administrative work of subordinate offices and controlling of shipping companies and ports etc. CNS and CESS control examinations of seafarers and surveys of ships. Thus the overall function of P&S Wing is to conduct and administer maritime commercial activity of Pakistan, which ranges from training of seafarers, their placement on ships, run and manage shipping; and build and operate ports etc. It conducts its business through various companies, port authorities and other departments as indicated in the chart at annex-1.

1.2.1 MERCANTILE MARINE DEPARTMENT (MMD):
Its incharge is designated as Principal Officer Mercantile Marine Department (POMMD). He has the power of magistrate. MMD is the subordinate office of P&S Wing to execute the policies, conduct registration, surveys of ships, and inspections of other marine crafts, also conducts some examinations of various categories of seafarers.

1.2.2. GOVERNEMNT SHIPPING OFFICE (GSO):
Its incharge is Shipping Master(SM). The function of this office is to register Seamen and make their Seamen Books popularly known as Continuous Discharge Certificates (CDCs) and maintain record of service of seamen. He thus supervises sign-on and sign-off of seamen on ships. SM is supposed to be the neutral party to decide the matter under rules and clauses of article of agreements and solve the disputes between seamen and ship owners/operators.
 
Seafarers (Ratings):
It has total seamen ratings registered about 10,500, of which approximately 25 % are engaged at any one time.
 
Seafarers (Officers):
It is difficult to main record of officers because those who has diversified their sailing career and are working in different organizations of maritime allied industries, do not report their status. However according to GSO estimates they are over twenty thousands officers.

1.2.3 PAKISTAN MARITIME TRAINING COMPLEX (PMTC):
As is evident from the title of this institution, it is the only training complex well equipped for parting training to the Pakistani seafarers. It is also the branch of World Maritime University(WMU) for conducting ancillary short courses mandatory under International Maritime Organization's (IMO) International Convention on standards of Training, Certification, and Watch-keeping (STCW) of seafarers and thus has been equipped by the United Nations Development Bank (UNDP) and other donor agencies. Commandant is the overall incharge of the PMTC and its financial and administrative control. PMTC according to future plans has four training units namely Pakistan Marine Academy(PMA), Seamen Training centre (STC), Marine College (MC) for post-sea courses for Certificates of Competency (CoC) examinations of both Nautical and Engineering streams and Marine Engineering College (MEC) for Bachelor of engineering (BE)degree course. Two of the training units (PMA &STC) are functional and other two are in the pipeline and are in the development stages. PMA is responsible for training of presea cadets and STC is responsible for the training of pre-sea ratings. However PMA and STC are conducting some of the post sea courses so that our seafarers do not have to travel abroad.

It has only one crude oil tanker of 95680 deadweight (dwt) tonns. The company has handled cargo during last three yeas as under:

3.1. KARACHI PORT TRUST (KPT):
It is our oldest and major port located in Karachi. It is managed by a trust. It has following berthing facilities:

3.2. PORT QASIM AUTHORITY (PQA):
 It is second biggest port of Pakistan. It lies in the East of Karachi at a distance of about 50-km. It has about 45 kilometer long navigational channel for vessels of size 75000 tonnes shipload. It is a modern port and well equipped with multipurpose facilities which are as under:
 Iron Ore & Coal Berth capable of handling 55000 tonnes shiploads of raw materials imports for Pakistan Steel Mills at its doorstep with designed capacity of 3.36 million tonnes per annum.
 Multipurpose terminal for four general cargo berths in a linear length of 800 meters(each of 200 meters capable of accommodating 35000 DWT class vessels).
 Dedicated oil terminal built on BOO basis capable of handling 63000 tonnes shipload with designed capacity of 9 million tonnes per annum.
 Dedicated container terminal with three berths. Capable of handling 35000 DWT class container vessel with designed capacity of 0.36 million boxes per annum.
 Specialized chemical terminal with designed capacity of 4 million tonnes per annum established in private sector.

3.3. GWADAR HARBOUR:
It is basically a fish harbour but is being developed as country's third Deep Water Port. It is located at a distance of about 250 miles in the West of Karachi. It is not operational yet.
It is being built in phases and project is divided into two phases.
Phase-I: Estimated cost 248 million US$ for the construction of 3 berths each of 200 meter length with depth of 11.5 meters for accommodating 50,000 tonns dwt capacity ships. This facility will operate in public sector.
Phase-II: Estimated cost 524 million US$ for construction of 9 berths with depth of 20 meters for accommodating about 100.000 tonns dwt capacity ships. This facility is constructed on BOT basis.
Since port is not operational yet, administration of Gwadar harbour looked after by Ports and Shipping Wing. The Director of Gwadar Harbour sits in PNSC building in Karachi.

4.0. RAIL ROAD TRANSPORT:
Since rail and road fall in other ministry therefore figures of these trades are not mentioned in this country report.
5.0. MARITIME DISASTERS AND MARITIME POLLUTIONS:
In this respect we are lucky that we did not experience any serious accident or disaster so far. However small pollution incidents and other minor marine accident may have occurred frequently but they were of so small magnitude that they did not make any impact to become news in the media. Moreover we have a small coastline and shipping activity as compared to Japan is negligible. Thus amount of maritime disasters or pollution accidents are comparatively rare. Due to our geographical location, small operational pollution gets dispersed due to hot climate and excessive South West monsoon season and whirling Indian Ocean currents.

7.0 MARITIME SECURITY AGENCY (MSA):
It is a part of Pakistan Navy and has been given the responsibility for the Search And Rescue (SAR) and combating Marine Pollution (MP) at high seas. Marine pollution within port limits is the responsibility of respective port authorities. However MSA having the material as well as human resources is quite capable of shouldering the responsibilities with respect to SAR and prevention of marine pollution. Marine Pollution Control Board (MPCB) consists of about 20 members and its coordinator is a naval officer (Lt.Cdr.) based the Ports & Shipping Wing to coordinate with Director General with matters relating to these subjects.
