Proposed Networking of the WMU-Japanese Sponsored Fellows in the Philippines

BACKGROUND:
In 1988, Mr. Ryoichi Sasakawa, founder of the Nippon Foundation initiated the WMU Sasakawa Fellowship Program. This program has funded a total of more than 200 people from all over the world, representing the different sectors of the maritime industry. In the Philippines alone, there are twenty-five (25) Japanese sponsored fellows, coming from different agencies of the government as well as the private sector. The group is composed of fellows from the Philippine Coast Guard (PCG), the Maritime Industry Authority (MARINA), the Philippine Merchant Marine Academy (PMMA), the National Maritime Polytechnic (NMP), Caltex Philippines, Filipinas Shell and Maersk Filipinas. The fellows are graduates of different classes/courses from the World Maritime University. Graduates of different years are seldom given the chance to meet each other.
In line with the concept of the Ship & Ocean Foundation of Japan, there is a need to establish a local network of WMU-Japanese Sponsored Fellows in the Philippines and to link this local network with the other WMU-Japan Fellows networks around the world.
OBJECTIVES:
The objectives of the local network shall be the following:
1. To provide a direct and constant link with other networks - local, regional and central network;
2. To develop and maintain an updated directory of all Filipino WMU-Japanese sponsored Fellows;
3. To serve as a venue for discussion of important issues or concerns related to the maritime industry and/or affecting the work/job of each member;
4. To provide mechanism or tool for members to share relevant, vital and updated information / data relative to the maritime industry; and
5. To provide a tool for professional / career advancement of its members
MAJOR COMPONENTS OF THE NETWORKING/SCOPE OF WORK
1. Organization
The Filipino WMU-Japan Fellows network or any name that the group may approved/ shall be registered with the Security and Exchange Commission (SEC) as non-profit/non-governmental organization. Articles of incorporation and by-laws shall be prepared and submitted to SEC.
The following activities shall be undertaken:
1.1 Organizational Meeting
1.1.1 Official name of organization
1.1.2 Identification office/location
1.2 Election/Selection of Officers
The following officials/officers shall be selected among the members of the group:
1. President
2. Vice President
3. Secretary
4. Treasurer
5. Auditor
The manner of selection, the term of office and the role of each of the officers shall be provided/stated in the by-laws of the organization.
1.3 Preparation of the Articles of Incorporation and by-laws
1.4 Filing of application with SEC
1.5 Approval of registration with SEC
2. Membership
2.1 All WMU Japanese- sponsored fellows shall be automatic members of the organization.
2.2 Membership dues/funds/contribution - to be registered a minimum contribution by each member is required
2.3 Oath of membership
2.4 Honorary members - JICA or other Japanese Consultants/Experts assigned in MARINA, PCG & PPA shall be considered as honorary members
3. Regular Meetings
3.1 Meetings of all members of the group or general assembly shall be held at least twice a year, preferably January and July. This will provide a venue to welcome new members, plan the activities for the year and assess/report accomplishment.
3.2 Meetings of the officers shall be held at least every quarter to ensure that work plans/activities are undertaken.
3.3 Honorary members shall be invited/requested to attend the regular meetings
4. Network System
1. The system shall be primarily based on a website/homepage for the local network which will be accessible to all WMU-Japanese sponsored fellows around the world. See Annex I - Organizational Structure of the International Network of WMU-Japan Fellows.
2. The main sections of the local website shall be the following:
2.1 Directory of Members - a database shall be developed and updated every time there are new members and/or there are changes in the existing member's basic data/information
a) Name
b) Contact numbers (telephone & fax)
c) E-mail address
d) WMU - Student Number; Course/Field of Specialization; Title and abstract of Dissertation
e) Addresses (Home and Office)
f) Present and historical employment or job affiliation including description for each job assignment
2.2 Basic Data on Marine Transportation - data /info shall be inputed and updated every year. The country report format shall be adopted to have uniformity.
2.3 Maritime-Related Projects / Training Programs
2.3.1 Group projects - as a group/organization, projects like seminars/workshops may be organized and facilitated.
2.3.2 Fellows projects - member fellows may have personal or individual projects like technical papers/ research works/studies
2.3.3 Japanese sponsored projects
2.3.4 Other local/foreign-assisted projects with member's participation
2.4 Newsletter - this will provide news/updates about its members, calendar of activities, maritime related events in the country, photo releases etc.
2.5 Links to the website/ homepages of the following:
2.5.1 WMU-Japanese sponsored fellows central, regional and local networks around the world
2.5.2 companies/agencies where the members are presently connected
2.5.3 maritime-related government administration offices/agencies
2.5.4 maritime associations
2.5.5 shipping/port -related companies/entities

5. Requirements
5.1 Office/headquarters of the organization
(this is optional and may be housed in the office of the Secretariat)
5.1.1 Office space
5.1.2 Telephone /Fax machine
5.1.3 Computer / printer (network server)
5.1.4 Office supplies
5.2 There is a need to have at least one dedicated computer in each agency where there are WMU-Japanese Fellows to serve as work stations. (4 units)
5.2.1 1 in PCG
5.2.2 1 in MARINA
5.2.3 1 in PMMA
5.2.4 1 in NMP
5.3 Development of the local network website/homepage
6. Benefits:
6.1 Each member of the international network shall be updated on what is happening in the international maritime industry;
6.2 Each member can easily seek assistance from other members of the network on matters relating to his/her job or the maritime industry;
6.3 Mutual cooperation among members will be promoted;
6.4 Vital marine transportation data /information from different member-countries shall be easily accessible or avallable; and
6.5 Members shall be given a chance for professional /career growth.
7. Implementation Plan
Initial activity shall start on or before end of September 2001. Detailed work / implementation plan shall be prepared.
