10. Present Issues
 In September 1999, MEXT made public its sport policy vision for the next 10 years called Basic Plan for the Promotion of Sports (see Appendix for the contents of the plan). The plan covers both elite sport and SfA. The objective of the plan is "to bring about a happy, fulfilled and vigorous society in the 21st century through the further promotion of sport and an active commitment to sport". With regard to SfA, the plan declares to achieve" a society that is active in sports throughout life by giving everybody the opportunity to engage in sport anywhere, anytime and forever, regardless of physical strength, age, capability, interest and purpose" and set a target to achieve " at the earliest possible time a level of engagement in sports whereby one out of two adults (50%) engages in sports activities at least once a week." The plan also set a goal to create at least one Comprehensive Community Sports Clubs in each municipality (city, town, village, totaling approx. 3,200) and to create at least one Sports Center Covering a Wide Area in each 47 prefectures by 2010.
 To finance the plan implementation, apart from the government's budget allocations, two other sources; The Sports Promotion Fund and the fund from Sports Promotion Lottery "toto" will be utilized. The toto grant will be awarded to the following three categories of sport promotion. 1) To finance sport facility infrastructure, such as construction of sport clubhouse, supplying grass field sport ground, and lighting system for those who play sport at night. 2) To finance sports activities, including creation of Comprehensive Community Sports Club, supporting regional sport games, training of sport coaches, supporting young athletes for international competition, empowering sport organizations. 3) To finance large scale international sporting events such as Olympic Games, Asian Games held in Japan. The toto revenue for the first year amounted to 60,400 million yen, falling short of the expected figure 81,200 million yen. The toto grant recipients will be announced in June, 2002.
 The key to successful advancement of sport in this country depends upon how these plans will be implemented. It is evident that the next decade is going to be a crucial period for the promotion of Sport for All in Japan.
