Research Division
ACTIVITIES DURING FISCAL YEAR 2000-01
 
As a private, independent, and not-for-profit think tank, the Research Division conducts positive and normative research, and presents prescriptions on policy issues confronting contemporary society. The Division's goal is to contribute to diversifying the policy-making process, which has been dominated by the bureaucracy in Japan. At the same time, the Division is engaged in the building up of a worldwide intellectual network by facilitating the exchange of researchers and promoting joint research projects.
 In the year under review, the Division carried out 16 research projects. Some of these results were presented as policy proposals to the Japanese Prime Minister and other policy makers, while others were disseminated via press conferences, briefings, and publications. In addition, various international seminars and conferences were convened to discuss urgent issues, and a series of television programs under the title "Policy Vision 21" was produced and broadcast via satellite with a view to stimulating policy debate.
ECONOMIC ISSUES
PROJECT FOR FISCAL SYSTEM REFORM

This project aims to elucidate the Japanese fiscal system, which is in critical condition, and offer proposals for fiscal-system reform on the basis of simulation analysis using an econometric model. In the year under review, data for account-settlement and investment in human resources were collected and the econometric model was improved. In Phase III, based on the macroeconomic information gained in Phases I and II, educational finance and local finance are being examined.

EMPLOYMENT POLICY FOR AN AGING SOCIETY

This project examined the question of the kind of employment policy that would be suited to an aging society. Gathering of data, interviews with specialists, and overseas research were conducted in order to compile policy proposals. Proposals are to be presented at the Third Plenary of the Commission on Global Aging, to be held in Tokyo in August 2001, as part of the Global Aging Initiative, a project of the U.S.-based Center for Strategic and International Studies.

EMPIRICAL ANALYSIS OF POLICY CRISIS

Taking the view that the key cause of the severe slump in the Japanese economy of the 1990s was a crisis of policy, the goal of this project is to draw up proposals for economic recovery. In Phase I, the crisis was analyzed from the viewpoint of policy science, and the report has been published in the Policy Studies Series. In Phase II, building on the findings of Phase I, international comparative research is being conducted on various countries' economic difficulties and the policies adopted to deal with them.

It is currently extremely difficult to obtain reference materials and reports generated by Japanese government agencies during the policy-making process. POLICY ANALYSIS REVIEW

PRAN-J (Policy Researchers' and Analysts' Network for Japan), a network of Japanese policy researchers overseas, was commissioned to prepare monthly reports analyzing policy debates and research trends overseas, mainly in the United States. The reports are summarized in the Foundation's newsletter Intellectual Cabinet and on the Foundation's Website. The full reports of Phase I have been published as a booklet.
COOPERATION WITH THE NETWORK FOR POLICY ANALYSIS (POLICY-NET)
 
The Tokyo Foundation actively supports the activities of the Network for Policy Analysis (Policy-Net), and provides a secretariat for it. Policy-Net is based on the belief that it is crucial to build a network of specialists addressing shared issues by providing a forum in which fellow researchers and people active in other sectors can engage in freewheeling discussion of research findings.

G-8 PREPARATORY CONFERENCE

G-8 (Group of Eight) preparatory conferences are designed to enable the G-8 summits to contribute to the peace and stability of the International community. Opinion leaders from the countries participating in a summit meet to debate policy issues relevant to that year's agenda and present proposals to the G-8 leaders. The first G-8 preparatory conference was held in Tokyo in April 2000, three months before the Kyushu-Okinawa Summit. The results of the conference, in the form of policy proposals, were presented to Japanese Prime Minister Yoshiro Mori. In January 2001 the preliminary meeting of the second G-8 preparatory conference was held in Italy, and policy proposals for the Sherpa meeting were presented to each country's G-8 Summit Sherpas.

21ST CENTURY TRUST TOKYO CONFERENCE

The Tokyo Foundation cosponsored the conference for developing human resources and encouraging research exchange with the British-based 2lst Century Trust, which commemorated the year 2000 with its first meeting in Asia. About 40 people attended the Tokyo conference, including lecturers from Japan and abroad as well as promising young people from various walks of life.

This international conference was cosponsored by The Tokyo Foundation and the Conference Executive Committee, chaired by Masayoshi Son, President and CEO of Softbank. Top players in Internet venture businesses discussed the potential of the Internet in the twenty-first century, and proposals were presented to Prime Minister Yoshiro Mori, host of the Group of Eight Kyushu-Okinawa Summit, at the prime minister's official residence. A book based on the proceedings of the conference was published in Japanese by Asahi Shimbun under the title IT kakumei: Shin-seiki e no chosen ("The IT revolution: meeting the challenge of the new century").

"POLICY VISION 21" SATELLITE BROADCASTS
Programs from this series of half-hour satellite broadcasts are shown every other Saturday morning on Nikkei CNBC (SKY PerfecTV, Channel 251, and DIREC TV, Channel 504). Programs feature topical policy issues, with the emphasis on the findings of Tokyo Foundation research projects, which are explained in easily understood and concrete fashion.
