Reason: In general, urea carried in bulk contains impurities and the corrosions of structure and paint have been reported.

On the other hand, this cargo is regarded as a low fire risk cargo and fixed gas fire-extinguishing system is not required. For this cargo, water should not be used. Therefore, the sentence in the EmS for this cargo should be changed as follows:
"Batten down; use ship's fixed fire-fighting installation, if available.
Exclusion of air may be sufficient to control the fire. Do not use water."
