For sulphide concentrate which may possess chemical hazards, the words "METAL SULPHIDE CONCENTRATES" should be also included in the cargo declaration."
Regarding index. French proposal dated on 19 July is acceptable. Table A.2.1(2) "List of ore or mineral names" in DSC 3/3 Annex 9 should be included in the index.
The Group of "ILMENITE SAND" and "PYRITES" can be "A or C".
(93) Conflicting Views
My views on the conflicting issues are as follows.
(a) POTASSIUM NITRATE UN No.1486 - WEATHER PRECAUTION
I agree with the Norwegian proposal. My intention was that the sentence "Can be handled in rain" in "WEATHER PRECAUTION" in the former draft is not appropriate. I did not intend to permit the handling in rain when there is hazard in contact with water.
(b) SODIUM NITRATE UN No.1498 - WEATHER PRECAUTION
My comment is the same with one in (a).
(c1) AMMONIUM NITRATE UN No.1942 - DISCHARGE
My opinion was that the words "normal grab discharge" is not appropriate in the entries for individual cargoes, if the description is just an information. The intention of my opinion was not to allow other means of discharging regardless of safety. In lieu of the words "normal grab discharge", "This cargo should be discharged by grabs carefully. " should be used when there is any specific reason on safety.
(c2) AMMONIUM NITRATE UN No.1942 - CLEAN-UP
I withdraw my proposal on this issue.
(c3) AMMONIUM NITRATE UN No.1942 - VENTILATION
I withdraw my proposal on this issue.
My proposal was related to the precaution in the column "CARRIAGE", i.e., "Should be kept as cool and dry as reasonably practicable." The concrete means for keeping the cargo cool and dry should be included in this column. Taking the Norwegian proposal into consideration, the following sentence can be included this column in lieu of above sentence:
"Precaution should be paid to prevent ingress of water into the cargo hold."
I would like to invite Norway to comment on this issue.
(d1) AMMONIUM NITRATE FERTILIZERS Type A UN Nos. 2067, 2068, 2069, and 2070 - HOLD CLEANLINESS
I proposed the sentence taking into account the "Segregation and stowage requirements" in the existing BC Code. Special attention should be paid not only to residues of grain also to residues of wood chip, etc. Therefore. I would like to propose following sentence:
"Special attention should be paid to residues of grain and other organic materials."
(d2) AMMONIUM NITRATE FERTILIZERS Type A UN Nos. 2067, 2068, 2069, and 2070 - VENTILATION
My comment is the same with one in (c3).
(e1) AMMONIUM NITRATE FERTILIZERS Type B UN No.2071 - HOLD CLEANLINESS
My comment is the same with one in (d1).
