It is not complied with the document. 2nd, Mate can not be replaced with 3rd Mate. (You may detain the ship in this case. However, the navigational watch on the ship engaged on the voyage to Inchon can be maintained so that you may accept the manning arrangement for the voyage to Inchon, subject to confirmation with the flag state administration.)

It is complied with. (One person with GRO is sufficient. The requirements do not specify the number of person.)

None. (The qualification certificate for Rating issued by a contracting government is in order.)

 

Answer to Q9

1] The hull strength is determined in accordance with the position of the load line, so that the overloading risks excessive stress to the hull during the voyage.

2] Decrease of freeboard risks increase of sea water from the break water, possible flooding from the upper deck or damage to the hatch covers.

Absence or regular renewal of Chart, and nautical publications, the condition of radar, compass (magnetic, gyro), echo sounder and other navigational instruments, the condition of the installation of GMDSS, the condition of life-saving appliances such as lifebuoys, the condition of navigation lights, etc.
