I have heard of several policies, but they are not converted into rules and regulations and are not respected and not effective. For example, if environment fees were introduced, it would be more attractive to make investment in to the transport system. And it is more important to attract traffic users to the mass transit system from using their personal modes.

We have had a very heated discussion. And it is very good to do so. But I want to suggest a very practical and easier way to develop the transport sector, especially railway system. How about using and upgrading the existing railway?
I would like to ask you a very easy question: Do you know where Go Vap station is and how far it is from Saigon station? It is 4km. And it is about 1km from Go Vap to Birth Trieu. If you want a railway system, you can have the third station between Saigon and Go Vap station. And only 30 trains are running on the existing system. It is very necessary to construct double track to increase railway capacity. And the cheapest and easiest way is to upgrade from the existing tracks.

My concern is about funding. And my feeling is that somebody will have to pay. We cannot rely on the government everything. I think it should be applied to transport users, motorcycle users.
My suggestion is that: now we have 2 million motorcycles, and if each motorcycle has to pay 50 dollars for one year, and we will get 100 million for one year, and after ten years, it will be 1 billion. So 50 dollars compared to the 1500 dollars make up only 3%. So is it acceptable or not?

I agree with all suggestions for financial matters, including the development of new urban area to attract investors. But among them, it is required for a clear policy of the government.

We have had development plans, pre-feasibility studies. And so as to realize our ideas, we need a feasibility study. And in this feasibility study, it should be considered about planning, alignment, technical standards, funding, cost recovery, taxes and so on.
