Organization and Human Resource Development
1. BACKGROUND
Owing to protracted strife and turmoil in Cambodia most institutions were substantially destroyed or damaged. Civil Aviation was no exception. Lack of financial and manpower resources caused neglect of the civil aviation infrastructure, making it hazardous and unsafe for civil aviation operations.
Carved out from Ministry of Defence Directorate of Civil Aviation, the civil aviation organization was created through Royal Decrees. The first Decree created Civil Aviation Authority of the Kingdom of Cambodia and provided a broad charter of duties. The second Decree brought State Secretariat of Civil Aviation into being without any specific enunciation of responsibilities (likely to be advised in duecourse). The State Secretariat, of Civil Aviation thus performs its duties which were earlier assigned to CAAKC.
Civil aviation is considered as a catalyst for socio-economic development in the country for reasons of its accessibility to otherwise remote, distant and inaccessible areas. Other modes of surface transport are either inadequate or non existent or unreliable.
Civil Aviation is a fast growing industry, globally and regionally. Its growth in Cambodia has been remarkable. It has the promise to grow steadily over the next ten years, by which time other modes of transport would also have developed.
2. Present Situation
For civil aviation to grow, the basic infrastructure requirements, comprising airline, airports, air navigation and regulations, have to be met. These requirements can be met only when there is a Government Policy framework, Civil Aviation Law, a capable organization, competent manpower, appropriate management practices, equipment and appropriate facilities.
Civil Aviation in Cambodia is the responsibility of the State Secretariat of Civil Aviation. This Secretariat oversees international and domestic air services as well as the international and domestic airports. A Concessionaire operationally manages Pochentong International Airport in Phnom Penh, under BOT Agreement. SSCA provides air navigation services and security in Cambodia besides management of domestic airports. SSCA is, however, required to oversee that flight safety, airworthiness and security requirements are met by the Air carrier and other airlines operating in Cambodia.
The SSCA has several constraints in implementing/ ensuring implementation of regulations. These constraints are both external and internal. External constraints are largely due to the absence of legal authority, governing regulations, delegation of administrative authority to the SSCA and its financial independence.
