2. INDUSTRY OBJECTIVES AND STRATEGY ACTIONS

 

OBJECTIVE 1: Enhance the present level and potential for development of all marine industries in WA

 

The Western Australian marine industries are diverse and in parts operate independently of each other. The Department should adopt a strategy to encourage cohesion and cooperation and the utilisation of local resources wherever possible.

 

ACTION

・Establish a computerised database for the Western Australian marine industry, similar to that proposed for the Defence Strategy and develop a marine industry directory for Western Australia

・Liaise with Austrade to determine the future of Austrade's Marine Business Unit in Perth and any effects (its downsizing) may have on the Western Australian marine industry; and prepare contingency plans, in consultation with the industry, to ensure the functions of this position are not lost.

・Develop enterprise development programs to promote business and export planning, including training in cultural and business matters in dealing with overseas clients.

・Continue to develop promotional materials for use in trade shows, trade missions and the like; and advise the relevant industry associations of the assistance available.

・Review and update the SWOTC analysis for the various marine sectors on an annual basis and where appropriate develop recommendations to overcome the barriers identified

・In conjunction with industry, develop a Western Australian Marine Industry Team approach not only to promote the industry but also promote the value of the State-tourism, hotels, accommodation, good weather, infrastructure, etc. targeting some six shows per year including northern Europe, southern Europe including Greece and Turkey and the emerging South American market, and to a lesser extent the Asian market.

・Consider, in conjunction with the industry, the options for local assembly of engines and water jets in Western Australia, including Caterpillar, Detroit, KeMeWa. Meet with the senior people of such companies to determine if they could be encouraged to establish operations in Western Australia, then prepare a strategy document for consideration by the Department and industry.

 

OBJECTIVE 2: In partnership with the light weight fast ferry industry, enhance the international competitiveness of the industry

 

The lightweight fast ferry industry has been very successful. It needs to build on that success and adapt to changing regional and global conditions.

 

ACTION

・Prepare a study on the local light weight fast ferry industry, in conjunction with the Western Australian Shipbuilders' Association (WASA) annually and facilitate the updating and refinement of the Economic Model for the Western Australian shipbuilding industry biannually.

・Maintain close liaison with the Australian Shipbuilding Industry (ASA), regarding the progress being made by the independent committee on Ship's Bounty, evaluate the outcomes from this committee and assist in the preparation of the industry case for Bounty, in particular provide input to the cost-benefit analysis. Monitor the application of Ship's Bounty for competitor countries including compliance with the OEDC agreement through Department of Science and Tourism (DIST)
