Oceanographic, meteorological and environmental services

Oceanographic, meteorological and environmental services (OMES) groups in Western Australia have a wide range of capability and are well placed geographically to operate in the Indian Ocean region. However, at present, there is limited coordination between industry, university and government instrumentalities. International market penetration is limited and major national agencies have limited presence in Western Australia.

The Federal Government's Oceans Policy will generate new opportunities to access Commonwealth and international programs and funding sources. It offers an opportunity to improve coordination and decision making between the Commonwealth and the States to enhance the investment climate in maritime industry and improve the international competitiveness of industries themselves. It offers the possibility for some industry sectors to gain enhanced access to national and international contract and funding sources.

A hydrodynamic tank or basin facility and an advanced computing facility, capable of testing a range of ship models would be a valuable addition to ship design facilities in Western Australia. It is possible that Western Australia could gain an Intergovernmental Oceanographic Commission branch office. This would offer an opportunity to enhance visibility in the OMES sector, and increasing regional activity in the offshore oil and gas industry will provide further market opportunities.

Marine biotechnology and chemicals

Western Australia has the potential to become a substantial player in the world market, with a competitive advantage being our extensive and pristine marine resources. The State already has experience with production, harvesting and marketing of beta carotene and this could provide some directions for future developments of the industry.

The state marine environment calls for significant biotechnological research, which is costly and risky and may not easily attract investors.

The industry's potential to expand would be assisted by attracting major biotechnology companies to Western Australia to undertake research and development, production and marketing.

Marine supply and components

Local supply, manufacture and assembly creates jobs and can constitute import substitution. The strength of the aluminium shipbuilding industry in Australia provides excellent opportunities for the sector as does increased oil and gas exploration and production offshore. Against this is reliance on overseas supply and support, limited investment in research and development and high labour costs compared to our south east Asian neighbours.

The market in Western Australia is limited in size therefore it may not be economical to manufacture here due to the relatively low volume of potential sales.

Military technology

Defence policy is changing more towards 'buy Australian first' and giving greater consideration to the interests of small to medium sized enterprises. The high level of involvement of local industry in building the Collins class submarines, Anzac frigates and other naval vessels provides a basis for exporting this knowledge base.

However, both the Anzac and Collins designs were derived from overseas and the lack of continuity of similar work may dissipate the expertise gained from these major projects.
