Moreover, at the conference, in the interest of substantiating alliances and cooperation, JCG proposed to accept overseas students at the Coast Guard Academy, and other educational facilities, cooperate toward cultivating human resources by holding a variety of seminars, implement reciprocal visits and joint training exercises of patrol vessels, hold consecutive expert conferences, and assist the development of equipment and materials, for example. These proposals were welcomed by each of the countries.
Taking this opportunity, JCG is committed to actively promoting alliances and cooperation with Asian coast guard agencies owing to the fact that the promotion of alliances and cooperation among the relevant organizations of the countries will be linked to all countermeasures for transnational maritime crime, such as illegal immigration and smuggling, and not only piracy.
(4) Variation of Needs Connected With the Change in the International Situation
1] Readiness for the Main Causes of International Instability
Following the collapse of the Cold War, the international situation has seen an outbreak of circumstances in which regional security and public order are unsustainable due to the main causes of instability, including ethnic conflicts and economic collapse, rather than international conflicts. There is a risk that the Japanese people will become embroiled in this, and the necessity is mounting to safeguard our citizens' lives from such situations.
In August 1999 in East Timor, a direct ballot was implemented on the framework proposal for a special autonomy in East Timor proposed by the Government of the Republic of Indonesia. Votes to reject the proposal for autonomy collected 78.5% of the valid ballot.
