・Promotion of public relations activities for ordinary citizens, including those involved with maritime affairs and fisheries, and requests to those people for cooperation on reports and other material regarding information on suspicious ships (in May 2000, JCG established the '118' emergency dial in order to expedite reporting).

Furthermore, JCG and the relevant ministries and agencies, and the Government as a whole, are tackling drugs and firearms-related measures at the Headquarters for the Promotion of Measures to Prevent Drug Abuse, established in January 1997 and headed by the Prime Minister (Deputy: Minister of Transport, etc.), and at the Headquarters for the Promotion of Firearms Measures, established in September 1995 and headed by the Chief Cabinet Secretary (Members: Vice Commandant of JCG, etc.).

Moreover, ministries and agencies are bolstering cooperation and alliances with foreign law enforcement authorities, and in particular, in January 2000, JCG held the Asia Training Seminar on Maritime Drug Law Enforcement 2000 (MADLES 2000) in Tokyo and Yokohama as part of the Anti-drug Conferences, Tokyo 2000, where with nine participating countries from East and South East Asia, they implemented practical training based on the Maritime Drug Law Enforcement Training Guide of the United Nations International Drug Control Programme (UNDCP), carried out information exchange with each of the countries and discussed inter-regional cooperation.

a) Recent Modus Operandi of Illegal Immigration

Many cases of mass immigrant smuggling that were uncovered used boats. The reason for this is thought to stem from the fact that it is a lucrative business because large numbers of illegal migrants can be readily transported at a stretch. In particular, the Chinese commit many cases of mass immigrant smuggling (refer to Diagram 3).
