ISO/DIS 15370 Ships and marine technology - Low location lighting on passenger ships has suffered a slight setback. DIS balloting closed 1999-01-13, with 14 positive votes, 1 negative vote, and one abstention. The report of voting was sent to ISO/CS in March 1999 for circulation as an FDIS, which awaited only the re-submission of several figures in ISO-specified format.
At the October 1999 meeting of SC1/WG3 in Copenhagen, one member presented substantial technical objections to the group, followed up by extensive supporting documentation by correspondence, with the aim of encouraging negative votes on the FDIS enquiry. These objections, in particular to normative Annex E to the standard, were based upon research and changes in the technology of these products, which took place after the standard was originally drafted. Although procedurally the document was not open for further revision, discussions with several members indicated general concurrence with the objections raised, thus raising a question as to whether consensus on the standard still existed.
With the concurrence of Mr. Abram of the ISO Central Secretariat, who is holding further processing of the document in abeyance in the interim, a sub-group of WG3 worked by correspondence to develop a revised Annex E to take into account the latest research and technology. This revised Annex is reported to be agreed by the members, and should be finalized at the May 2000 meeting of SC1, whereupon the document will likely need to be balloted again as DIS. This unusual procedure was considered preferable to publishing as FDIS with contentious technical issues remaining outstanding, and risking a negative outcome which would set the project back even further.
