Each technical committee has responsibilities in areas that could be interpreted as overlapping by the casual or inexperienced observer. This memorandum of understanding is written to formalize a procedure that has been operational for many years, in which the delegation of responsibility is clearly defined and accepted by each committee. No conflicts have arisen, so this MOU will only serve as evidence of cooperative understanding. IF a conflict should arise, the issue will first be deferred to the two TC Chairs. IF agreement cannot be reached at that level, the issue will then be deferred to the ISO Technical Management Board for decision and delegation of work effort. In view of the stated cooperation of TC8 and TC67 for development and publication of ISO standards, the two committees agree to continue this cooperation until one or both committees are disbanded, or another agreement is put into place.
In particular, TC67 invites TC8 to participate in writing the standards produced by TC67 for offshore drilling and production vessels that might contain petroleum or natural gas equipment or topside structures impacted by IMO, SOLAS, or MARPOL regulated construction of ship hulls. anchoring or navigation equipment. TC8 will continue to provide the principal ISO interface with IMO. TC8 agrees to advise TC67 on changes to regulations or technical enhancements that would impact the design or placement of offshore drilling and production vessels that might contain petroleum or natural gas equipment or topside structures, equipment, and fixed platforms for use in the petroleum and natural gas industries offshore environment. In particular, TC8 agrees to continue the active cooperation and participation with TC67 in writing of standards for drilling and production floating systems.
The parties recognize that these interfaces will be initiated on an infrequent basis, and only as required for technical or regulatory contribution. Any input will be a matter of public record and available for ISO Central Secretariat, the two technical committees and any regulatory body requiring involvement.
