5. PROGRAM OF WORK
1 Published standards - None
2 Enquiry Stage:
.1 Standard terminology relating to environmental response, WG3, stage 40.92, Submitted 2000-7 for registration as FDIS (FDIS 16165)
.2 Oil spill booms - Adaptor for joining dissimilar connectors, WG3, stage 40.00, Submitted 2000-07 for registration as DIS (DIS 16446)
3 Committee stage:
.1 Mechanical equipment for oil spill response - booms, WG3, stage 30.92, DIS target date 2001-03 (CD 17896)
.2 Mechanical equipment for oil spill response - skimmers, WG3, stage 30.92, DIS target date 2001-03 (CD 17897)
Note: At the Bremen meeting Germany indicated that it would be submitting a new work item proposal for a separate standard on testing for booms and skimmer. It is anticipated that the initial development of the new work item may give rise to modifications to the CD documents on booms and skimmers. As a result, further progress on these CD documents is suspended until January 2001.
4 Possible proposals for new work:
The following items are being developed for circulation as new work item proposals or monitored as possible future work:
.1 Bilge Water Separators: At the Bremen meeting Germany presented a background paper on bilge water separators and oil content meters and suggested the development of a standard testing procedure for these systems. A general discussion followed and differing views on the necessity for SC2 taking on this work were presented. It was noted that IMO has a correspondence group working on this issue. Germany was invited to submit a new work item proposal in order to determine the level of interest of other countries in this area.
.2 Ship Generated Garbage: Again in Bremen, Germany presented a background paper on the need for standardization of the preparation for the disposal of ship generated garbage. A general discussion clarified that this proposal applied only to shipboard preparation of garbage and not on shore disposal. SC2 agreed in principle that this activity could benefit from standardization. The background paper from Germany will be used as the basis for justification for this new work item proposal.
.3 Ballast Water Management - A brief and general discussion of the ballast water management issue was held at the Bremen meeting. It was agreed that the technical and regulatory development in this area still have not stabilized sufficiently at IMO to allow SC2 to take this on. It is felt that continued monitoring of developments is the best course of action for the time being.
