<Measure> Balance between use and conservation
Tourism-based community development requires conservation of resources while at the same time using resources in a sustainable manner. Precious resources should be preserved through cultural asset designation and registration as world heritage. Assessment and zoning can promote resource use in tune with conservation efforts. Continued monitoring of resources is also required.
