・ 2000-Executive Order on Marine Protected Areas

- President Clinton orders Departments of Commerce and Interior to:

・ Expand or enhances existing marine protected areas

・ Develop a national system of marine protected areas

- He orders EPA to propose new regulations to ensure appropriate levels of protection of the marine environment

 

・ 2003-Twentieth Anniversary of the US EEZ Declaration

 

 

Problems with Existing System

 

・ Jurisdictional Split Among Levels of Government

- Local governments control coastal lands and shoreline use

- State governments have jurisdiction from shoreline to 3 miles

- Federal government has jurisdiction from 3- to 200-nautical miles

- Benefits and costs of decisions fall disproportionately on different jurisdictions-causing inter-jurisdictional conflicts

 

・ Single Purpose (Sector-by-Sector) Management

- Each resource or use falls under jurisdiction of different agency

- Few opportunities to analyze cross-sector impacts or conflicts

- Few opportunities for public to debate overall priorities and goals for a particular resource or region

- No agency has jurisdiction over conflicts and their resolution
