・ 1990-Coastal Zone Management Act Amendments
- Requires 29 states with approved coastal management plans to develop and submit coastal non-point source pollution control programs to NOAA and EPA for approval
・ 1990-Oil Pollution Act
- Clarifies Federal response authority, increases penalties for spills, established US Coast Guard response organizations, and provides for contingency planning in designated areas
・ 1991-Global Environmental Facility
- Provides funds in areas of biological diversity, climate change, international waters, and ozone layer depletion

- Produces Rio Declaration, outlining 27 principles for sustainable development
- Chapter 17 of Agenda 21 of the UN Conference on Environment and Development stresses importance of oceans and coasts and advocates "integrated management and sustainable development of coastal areas and the marine environment under their national jurisdiction"
- Proposes global treaties on climate change and biodiversity
