- Millions participate in demonstrations around the US in the first Earth Day, founded by Senator Gaylord Nelson and organized by environmental activist Denis Hayes
・ 1970-Reorganization of Federal Government
- President Nixon creates the National Oceanic & Atmospheric Administration (NOAA) and Environmental Protection Agency (EPA)
・ 1970-National Environmental Policy Act
- NEPA established environmental impact statement process for all Federal actions affecting environment and Council on Environmental Quality created

・ 1971-Marine Science Council Terminated
- Allegedly because of "lack of interest" of the Administration at the time
・ 1971-National Advisory Committee on Oceans and Atmosphere (NACOA) created
- "Blue ribbon" committee of experts created to review national ocean policy, coastal zone management, and the status of marine and atmospheric science and service programs and give advice to the President and Congress
