The current concept is to provide lower terminal charges by having the public sector provide and manage berths and land. The financial support for wharf development 15meters depth and over is a 50% budget from the MOT and 50% comes from the PMB. The PMB is 100% responsible for the yard and the PTPC is 100% responsible for the superstructure of which loan will be collected by the same manner as in the PTPC system. The type of lease is based on a charge to the user. Those responsible for terminal equipment, buildings, land, and leasehold improvements are as follows:

 

the MOT/PMB is responsible for the wharf,

the PMB is responsible for backyard,

the PTPC is responsible for the yard pavement,

the PTPC is responsible for the gates, CFS, and buildings,

the PTPC is responsible for the gantry cranes, and

the Lessee is responsible for the handling equipment.

 

The advantages of the New system for container terminals is that lease charges of deep-depth container terminals can be lower than those by PTPC since the infrastructure is developed by the public sector. The difficulty is that there will be two players involved, with berths managed by a PMB and the land and superstructure by a PTPC.20
