(5) Foreign flag vessels
The number of marine accidents in 1998 involving foreign flag vessels totaled 210, an increase of 12 from 1997 and equivalent to 3.0% of the total number of vessels involved in marine accidents during the year. These accidents involved 223 foreign flag vessels, 2.7% of the total and an increase of 15 from the previous year.
a. Registration
A total of 49 vessels flying the Panamanian flag were involved in marine accidents in 1998, or 22.0% of the total, followed by those flying the flags of the Republic of Korea (ROK), People's Republic of China (PRC) and Russia, which were involved in 26 accidents, or 11.6% of the total; 16 accidents, or 7.2% of the total; and 14 accidents, or 6.3% of the total, respectively.
b. Location of accidents involving foreign-registered vessels
Of the total number of marine accidents involving foreign flag vessels in 1998, 166 occurred inside Japanese territorial waters, an increase of 18 from 1997, while 57 occurred outside Japanese territorial waters, down by three.
