It is established practice to appoint research officials, whose main function is to assist the commissioner, to serve in the Marine Accidents Inquiry Commissioner's Office, and chief clerks, who are primarily responsible for preparing documents concerning inquiries, to serve in the Marine Accidents Inquiry Agency, from among other officials.
Given the increasingly diversified and complex nature of marine accidents in recent years, it is and will continue to be necessary to secure an appropriate number of officials for the Marine Accidents Inquiry Agency, as well as to rationalize and improve the agency's organizational efficiency, to ensure identification of the exact causes of such marine accidents and help prevent similar accidents in the future.
