3 At NAV 44, Japan explained the details of the proposal (MSC 69/20/4) on the requirements of whistles, bells and lights for small vessels. After general discussion, this proposal got general support from other countries, however, there was not enough time to have the in-depth consideration. The Sub-Committee agreed that this matter should be considered at NAV 45 further and the members were invited to send comments about this proposal to Japan's delegation to facilitate the discussion at NAV 45.
4 After NAV 44, we re-considered deliberately and as a result of our consideration we submit the draft amendments to the COLREGs as annexes of this document to facilitate our discussion at this stage.
5 With regard to lights, at present we have been continuing to study appropriate additional light and we are going to submit the proposal about lights to NAV 46 that will be held in 2000.
