SUMMARY
Executive summary: This paper includes addition to the proposals on amendments to the COLREGs relating to operational aspects of WIG craft.

1 The NAV Sub-Committee at its forty-fourth session had considered the Russian Federation proposals (NAV 44/9) on possible amendments to COLREGs relating to operational aspects of WIG Craft and had prepared a preliminary draft for amendments to the COLREGs submitted in the report to the Committee (NAV 44/ 14, annex 19). The Sub-Committee also was of the opinion, that this matter should be further considered in connection with prospective amendments to the COLREGs for a high-speed craft (HSC) and will reconsider this matter at the next session.
2 Russian Federation, further improving its proposals, considers it expedient to add by their new item concerning a passing by between a WIG Craft. This item is submitted in structure of the annex 19 text to the document NAV 44/14 and is marked in brackets as (new) in the attached annex.
Action requested of the Sub-Committee
3 The Sub-Committee is invited to consider the above addition to the proposals on possible amendments to COLREGs to take into account operational aspects of WIG Craft and to take actions as necessary.
