SUMMARY
Executive summary: This document proposes the establishment of an "area to be avoided" on the northern coast of Cuba, between the access routes to the ports of Matanzas and Cardenas, for all types of ships of over 150 gross tonnes, except those exclusively used for tourism.

Background
2 In accordance with the scope and objectives of NARPOL 73/78, the Cartagena Convention, the Biological Diversity Convention, the United Nations Convention on the Law of the Sea, 1982, the actions of Cuba's national environment protection programme, and with Agenda 21 of the United Nations Conference on Environment and Development (UNCED), high priority has continued to be given to the protection of important coastal and sea areas in the Cuban archipelago.
3 In addition, the Republic of Cuba is a signatory to the SOLAS 74 Convention and its Amendments and the Ministry of Transport is the central government organization designated as the Administration responsible for the application and enforcement or this instrument within the national territory.
