APPROPRIATE PUNISHMENT FOR THE CRIME OF PIRACY AND ARMED ROBBERY AGAINST SHIPS
The Singapore Seminar and Workshop
NOTING that the fight against piracy and armed robbery against ships is, in some cases, hampered by the absence of effective procedures in some countries for investigating reported cases of piracy committed on the high seas,
NOTING ALSO that, in other cases when arrests are made, some countries do not have in place the legislative framework necessary to adequately punish criminals convicted of piracy,
NOTING FURTHER the need to harmonize, at an international level, procedures for exercising jurisdiction for investigating reported cases of piracy and armed robbery against ships and the punishment or extradition of suspects of such crimes,
INVITES the Maritime Safety Committee of the International Maritime Organization (IMO) to bring this matter to the attention of the Legal Committee inviting it to consider the issue; in particular to consider developing, as a matter of urgency, an international Code for the investigation of piracy and armed robbery against ships, and recommending an appropriate punishment for the crime.
