The Directorate of Guard and Rescue of the Directorate General of Sea Communication have designated the fiscal year operation "Routine Operation Good Order, Safe and Clean Sea". Patrol ships of the Indonesian maritime safety and those of the coast guard patrol all Indonesia's territorial waters. The Directorate General of Sea Communication have established a command and control telecommunication system for controlling the patrol ships in such region to conduct, prevent and control unlawful acts against ships.
Besides the routine operations, Sea and Coast Guard Patrol Vessels also join with special operations under the control of Sea Security Co-ordinating Agencies using patrol boats belonging to the Indonesian Navy, Marine Police and Customs and Excise. Such operations include:
.1 Hiu Macan Operation, which is divided into two areas, that is the western part and the eastern part of Indonesia;
.2 co-ordinated patrols between Indonesia and Malaysia namely OPTIMA MALINDO;
.3 co-ordinated patrols Indonesia and Singapore namely INDOSIN;
.4 Indonesia Navy operations called ARMADA JAYA; and
.5 Maritime intelligence operations.
The presence of patrol boats is succeeding in suppressing the unlawful acts against ships. Operations have resulted in apprehending 60 persons - suspect pirates or robbers - who have been sentenced by Courts in the ports of Tg. Pinang and Palembang. Since the intensification of sea patrol in Indonesian waters, incidents tend to occur in harbour areas. When such incidents decrease in territorial waters, they increase in harbour areas.
Most of the ships attacked by pirates or robbers in the territorial waters of Indonesia have not been reported to the port authority concerned but, instead, to IMO through shipping companies or flag States, after the ships have sailed out of Indonesia's territorial seas.
Preventive measures against piracy and armed robbery in harbour areas have already been taken, such as:
.1 meetings are organized to give guidance to Port Administration/port Authorities especially in the ports where incidents have occurred; and
.2 co-ordinating all related agencies in ports areas by creating local contingency plans, etc.
The incidents of piracy and armed robbery in Indonesia's territorial waters are still very high and are caused by:
.1 Standing Operating Procedures (SOP) or Local Contingency Plans (LCP) in ports not being executed;
.2 some ports not having SOPs or LCPs;
