(Classification of Affairs)
Article 320.
The affairs to be managed by To, Do, Fu or Ken under paragraph 6 of Article 3, paragraphs 1 and 2 of Article 7 (including the case where such provisions apply in the same manner under paragraph 3 of Article 8), paragraphs 1, 2 and 4 of Article 8-2, paragraphs 1, 2 (including the case where such provisions apply mutatis mutandis to paragraph 11 of the same article), 5 and 9 (including the case where such provisions apply mutatis mutandis to paragraph 11 of the same article and paragraph 6 of Article 9-3) of Article 9, paragraphs 1 and 5 of Article 9-2, paragraphs 1 and 3 of Article 9-3, paragraph 1 of Article 245-4 (limited to the affairs to be managed under instructions from a minister under paragraph 2 of the article, provided that the affairs to be managed by city, town or village are Self-governing functions or type 2 of Statutory entrusted functions), paragraph 3 of Article 245, paragraph 2 of Article 245-7, paragraphs 1 to 4 and 8 of Article 245-8 applied mutatis mutandis under paragraph 12 of the article, paragraph 2 of Article 245-9 (limited to the affairs concerning type 1 of Statutory entrusted functions managed by city, town or village), paragraphs 2 and 3 of Article 252-17-3, paragraph 1 of Article 252-17-4 (including the case where such provisions apply mutatis mutandis to paragraph 3 of Article 291-2), paragraph 1 of Article 252-17-5 (limited to the affairs to be managed under instructions from a minister under paragraph 2 of the article), paragraph 2 of Article 252-17-6, Article 252-17-7, Article 255-2 (limited to the affairs concerning type 1 of Statutory entrusted functions), paragraphs 2 to 4 of Article 261, paragraphs 2 (limited to approval concerning a partial union that does not comprise To, Do, Fu or Ken), 3 (limited to approval concerning a Wide-Area Union that does not comprise To, Do, Fu or Ken), 5 and 6 of Article 284, paragraphs 1 and 2 (including the case where such provision is applied mutatis mutandis under paragraph 4 of Article 291-15) of Article 286 (as to the affairs to be managed under paragraphs 1 and 2 of Article 286, limited to approval or a notification concerning a partial union that does not comprise To, Do, Fu or Ken), Article 288 (limited to a notification concerning a partial union that does not comprise To, Do, Fu or Ken), paragraphs 1 and 3 to 5 of Article 291-3 (limited to approval or a notification concerning a Wide-Area Union that does not comprise To, Do, Fu or Ken), paragraph 3 of Article 291-7 (including the case where such provision applies mutatis mutandis to paragraph 6 of the article), paragraphs 1 (limited to approval concerning a Wide-Area Union that does not comprise To, Do, Fu or Ken) and 3 of Article 291-10 paragraphs 1 and 2 of Article 291-14 and paragraph 2 of Article 291-15 add provisions of Public Election Law concerning election of ordinary local public bodies applied mutatis mutandis under paragraph 1 of Article 262 are type 1 of Statutory entrusted functions.
