Except as provided in the preceding paragraph necessary matters related to such adjudication shall be fixed by cabinet order.
(Delegation to Cabinet Order)
Article 297.
Except as provided in this Law, the affairs of a property ward shall be regulated by cabinet order.
Chapter V Local Development Corporations
Section I. General Provisions
(Establishment)
Article 298.
Two or more ordinary local public bodies may jointly establish a local development corporation (hereinafter referred to as "corporation") to entrust with the unified execution of the following projects in accordance with the overall regional development programs:
1. Construction (or restoration from disaster) of housing, industrial water supply systems, roads, harbors, water supply systems, sewerage, park, greens and other facilities;
2. Acquisition or clearance of land for such facilities, for factories and for other purposes;
3. Construction works necessary for re-districting of land.

In order to establish the Corporation, two or more ordinary local public bodies shall frame an agreement through mutual consultation among the ordinary local bodies concerned the result of which shall be approved by the resolution of the assemblies thereof, and shall obtain the approval of the Ministry of Home Affairs (if established by To, Do, Fu or Ken or by To, Do, Fu or Ken and cities, towns or villages); or of the governor of To, Do, Fu or Ken (if otherwise). Any change in the number of partner bodies (defined as the ordinary local public bodies which jointly established the Corporation, and the same being applicable hereinafter to any corresponding case), or in the agreement (except only any change of an agreement with respect to items 1,3 or 7 of the following article) shall be effected in the same manner as mentioned above.

In the event that partner bodies intend to change any matter related to items 1,3 or 7 of the following article only, it shall determine said change through consultation with the ordinary local pubic bodies concerned the result of which shall be approved by the resolution of the assemblies thereof, and shall immediately submit a report on said change to the Minister of Home Affairs or the governor of To, Do, Fu or Ken in the same way as mentioned above.
