Section VI. Miscellaneous Provisions
(Application of Provisions for Ordinary Local Public Bodies)
Article 292.
Except as otherwise provided by laws or cabinet orders duly authorized by laws, provisions on To, Do, Fu or Ken shall apply mutatis mutandis to unions of local public bodies comprising To, Do, Fu or Ken; provisions on cities shall apply mutatis mutandis to those composing cities and special wards but not To, Do, Fu, or Ken; and provisions on towns or villages shall apply mutatis mutandis to the other unions.

Article 293.
As for any union of cities, towns or villages and any special wards covering two or more To, Do, Fu or Ken, approval under paragraphs 2, 3, 5 and 6 of Article 284, the text of paragraph 1 of Article 286 (including the cases where such provision applies mutatis mutandis under paragraph 4 of Article 291-15), the text of paragraph 1 of Article 291-3, paragraph 1 of Article 291-10 and paragraphs 1 and 3 of Article 291-14, and counsel under paragraph 1 of Article 285-2 shall, as provided in cabinet orders, shall be taken by the Minister of Home Affairs, on the advice of the governors of To, Do, Fu or Ken concerned, notwithstanding the provisions of those articles, and a report under paragraph 2 of Article 286 (including the cases where such provision applies mutatis mutandis in line with paragraph 4 of Article 291-15), Article 288, paragraphs 3 and 4 of Article 291-3 and paragraph 2 of Article 291-15 shall be made to the Minister of Home Affairs through the governor of the To, Do, Fu or Ken concerned, notwithstanding the provisions of those articles.

As for any Wide-Area union of cities, towns or villages and any special wards covering two or more To, Do, Fu or Ken, the under paragraph 3 of Article 291-7 shall be submitted to the Minister of Home Affairs through the governor of To, Do, Fu or Ken concerned, notwithstanding the provisions of the article.

Article 293-2.
Except as provided in this Law, the matters related to the agreement of the union of local public bodies and other matters necessary for the implementation of the provisions of this Chapter shall be fixed by cabinet order.
