Chapter XIV Supplementary Provisions

 

(Matters concerning Several Ken)

 

Article 253.

If there is a matter related to a city, town or village over which the governors of several To, Do, Fu or Ken have the concurrent authority, they may by mutual agreement designate a governor who is to dispose of it on behalf of all.

If such governors cannot reach agreement, the Minister of Home Affairs may designate a governor who is to dispose of it, or exercise such authority himself/herself on behalf of all.

 

(Population)

 

Article 254.

The term "population" as used in this law shall mean population as published in the Official Gazette as a result of the latest national census or other equivalent nationwide census.

 

(Delegation)

 

Article 255.

Except as provided by this law, necessary matters respecting paragraphs 1 and 2 of Article 6 and paragraphs 1 and 3 of Article 7 shall be determined by cabinet order.

 

Article 255-2.

Except as provided by other laws specially, any person dissatisfied with actions or omission on statutory entrusted functions may appeal for review according to the Administrative Complaint Review Law to the appropriate officials according to the classification provided in the following items.

(1) Action or omission by governor or executive department of To, Do, Fu or Ken - Minister who is in charge of law or cabinet order duly authorised by law regarding to that affairs

(2) Action or omission by mayor or executive department (excluding the education commission and the election administration commission) of city, town or village - Governor of To, Do, Fu or Ken

(3) Action or omission by the education commission of city, town or village - the education commission of To, Do, Fu or Ken

(4) Action or omission by the election administration commission of city, town or village - the election administration commission of To, Do, Fu or Ken
