However, this shall not apply to the length of service as teacher of a city, town or village, retirement bylaw of which does not conform to the standards established by cabinet order.

Each To, Do, Fu or Ken shall, as provided by cabinet order, take a necessary adjustment measure for its employee who has subsequently become public servant, employee of other To, Do, Fu or Ken or teacher of a city, town or village to include the length of service as its employee in the length of service to be considered in the calculation of pension under Pension Law of annuity or lump sum under retirement bylaw of other To, Do, Fu or Ken or of a city, town or village.

The provisions of paragraph 1 shall apply mutatis mutandis to a city, town or village, where a public servant, employee of To, Do, Fu or Ken (which shall in this paragraph mean employee covered by retirement bylaw of To, Do, Fu or Ken and include such as simultaneously covered by Articles 1 and 2 of the Law Concerning the Subvention for Pay of the Educational Personnel of Schools Established Cities, Towns or Villages) or teacher of other city, town village has subsequently become its employee; and the provisions of the preceding paragraph shall apply mutatis mutandis to a city, town or village where its teacher has subsequently become public servant, employee of To, Do, Fu or Ken or teacher of other cities, towns or villages.

Each ordinary local public body shall, except as provided in paragraphs 1 and 3 make best efforts to take a measure to include in the length of service to be considered in the calculation of annuity of lump sum for its employee under its retirement bylaw his/her previous length of service covered by retirement bylaws of other ordinary local public bodies.

Article 252-18-2.
Each ordinary local public body shall make best efforts to include in the length of service to be considered in the calculation of retirement allowance of its employee the length of his/her previous continuous service as an employee of the State or other ordinary local public bodies.
