In the application of the stipulations of paragraphs 1 to 11 of Article 245-8 which shall apply mutatis mutandis in line with paragraph 12 of the same article concerning the Statutory entrusted functions to be performed by the city, town or village as laid down in the bylaw under paragraph 1 of Article 252-17-2, "the governor of the To, Do, Fu or Ken" in paragraphs 2 to 4, 6, 8 and 11 of the same article shall read "the relevant Minister". In such case, the stipulations of paragraph 13 of the same article shall not apply.

Any person who is dissatisfied with a judgement on a demand for investigation in accordance with the stipulations of Article 255-2 regarding the performance by the mayor of a city, town or village regarding Statutory entrusted functions that are to be carried out by the city, town or village as laid down in the bylaw of paragraph 1 of Article 252-17-2, may make a demand to the Minister within whose competence the law or cabinet order founded in law which provides for the function relating to the said performance, for a reinvestigation.
Section V. Miscellaneous
(Advice etc., relating to Rationalisation of Organization and Operation)
Article 252-17-5.
In order to promote the rationalisation of organization and operation of an ordinary local public body, the Minister of Home Affairs or the governor of a To, Do, Fu or Ken may provide technical advice or recommendations which he or she considers pertinent, and may request the ordinary local public body to submit data needed in order to provide the said advice or recommendation or to furnish information relating to the rationalisation of the organization and operation of the ordinary local public body.

The Minister of Home Affairs may give necessary directions to the governor of a To, Do, Fu or Ken concerning the advice, recommendation or request for the submission of data with regard to a city, town or village in accordance with the preceding paragraph.

The chief executive of an ordinary local public body may request the Minister of Home Affairs or the governor of the To, Do, Fu or Ken to provide technical advice or recommendations or to furnish necessary information concerning the rationalisation of the organization and operation of the ordinary local public body, when the same is deemed necessary in order to fulfil the spirit of the provisions of paragraphs 14 and 15 of Article 2.
