(Recommendation of Creation, etc.)
Article 8-2.
The governor of To, Do, Fu or Ken may prepare a recommended plan of the creation, dissolution, division or merger or the alteration of the boundary for cities, towns or villages in order to assist them in securing a proper size in accordance with paragraph 15 of Article 2.

The governor of To, Do, Fu or Ken when he/she prepares a plan under the preceding paragraph or revises such plan, shall ask the opinions of the cities, towns or villages concerned, the assembly of To, Do, Fu or Ken associations of the assemblies or the mayors of the cities, towns or villages or other organizations concerned within the area of To, Do, Fu or Ken, experts in the question, etc.

The opinion of the city, town or village under the preceding paragraph shall be given, as determined by its assembly.

The governor of To, Do, Fu or Ken, when he/she has recommended in accordance with paragraph 1, shall immediately announce to the public and report thereon to the Minister of Home Affairs.

The Minister of Home Affairs, upon receipt of the report made under the preceding paragraph, shall immediately inform the chiefs of the national government agencies concerned to that effect.
6.
The national government agencies concerned shall take the steps necessary to expedite creation, dissolution, division or merger, or alteration of the boundary of the city, town or village in compliance with the recommendation made under paragraph 1.
(Arbitration on the Boundary)
Article 9.
In case of a boundary dispute between cities, towns or villages, the governor of To, Do, Fu or Ken may, at the request of any party or parties thereto, refer the matter to the arbitration prescribed in Article 251-2.

The governor of To, Do, Fu or Ken may adjudicate on the disputed boundary between cities, towns or villages, if no settlement is reached from the arbitration under the preceding paragraph, or if such adjudication by the governor is requested by all the parties concerned.

The adjudication under the preceding paragraph shall be given in writing to the cities, town or villages concerned together with the statement of the reasons therefor.
4.
The request under paragraphs 1 and 2, shall be made upon approval of the assembly of the city, town or village concerned.
5.
When the boundary of a city, town or village has been fixed in consequence of the arbitration under paragraph 1 or the adjudication under paragraph 2, the governor of To, Do, Fu or Ken shall immediately report thereon to the Minister of Home Affairs.
