PART II ORDINARY LOCAL PUBLIC BODIES
Chapter I Common Rules
(Area)
Article 5.
An ordinary local public body shall cover such area as it has hitherto covered.

To, Do, Fu or Ken comprises cities, towns or villages.

Article 6.
The creation, dissolution, division, or merger or the alteration of the boundary of To, Do, Fu or Ken shall be effected by law.

Where the alteration of the boundary of a city, town or village affects the boundary of To, Do, Fu or Ken, the latter shall be ipso facto altered accordingly. The same rule shall govern where the area that has not hitherto belonged to any local public body is incorporated into a city, town or village.
3.
The disposition of property involved in such actions shall be effected as mutually agreed upon between the local public bodies concerned, unless otherwise provided for by law.
4.
The mutual agreement in the preceding paragraph shall be made upon approval of the assemblies of the local public bodies concerned.

Article 7.
The creation, dissolution, division, or merger of cities, towns or villages or the alteration of the boundary thereof shall be effected, at the request of the city, town or village concerned and upon approval of the assembly of To, Do, Fu or Ken, by the governor of To, Do, Fu or Ken, who shall immediately report thereon to the Minister of Home Affairs.

The governor of To, Do, Fu or Ken shall consult the Minister of Home Affairs and agree with the ministry in advance when the creation, dissolution, division or merger of cities is contemplated.
3.
The alteration of the boundary of cities, towns or villages affecting that of To, Do, Fu or Ken shall be effected by the Minister of Home Affairs at the request of the ordinary local public body concerned.
4.
The disposition of property involved in the cases of paragraphs 1 and 3 shall be effected as mutually agreed upon between the cities, towns and villages concerned.
