The city, town and village, as basic local public bodies, shall inter alia perform the affairs prescribed in paragraph 5 and exemplified in the preceding paragraph, except those devolved upon To, Do, Fu or Ken under paragraph 5. However, they may perform the affairs not to be performed by ordinary cities, towns, or villages in perspective of its scale and property among the ones prescribed in paragraph 5 according to their scale and capability.

The city, town and village shall, with the approval of their respective assembly, establish basic policies to accomplish the comprehensive and planned administration within their areas, and perform the affairs in line with such established policies.

To, Do, Fuf or Ken, as comprehensive local public bodies comprising cities, towns and villages, shall, among the affairs prescribed in paragraph 2, perform affairs, which cover a wider area, or relate to liaison and coordination of cities, towns and villages, or exceed the work in scale or property which ordinary cities, towns or villages are deemed to efficiently handle.

To, Do, Fu or Ken as well as cities, towns and villages shall not interfere with each other in the performance of their affairs.

Each special local public body shall perform its affairs in accordance with the provisions of this Law.

In this Law, "Local government functions" shall be functions performed by local public bodies with the exception of Statutory entrusted functions.

In this Law, "Statutory entrusted functions" shall refer to the following;
1. Of the functions performed by the To, Do, Fu, Ken, city, town, village or special ward in compliance with the law or by cabinet order founded in law, those functions concerning matters that are particularly designated by law or by cabinet order founded in law as being properly the task of the State, for which the State must ensure appropriate handling. (hereinafter referred to as "Type 1 Statutory entrusted functions")
2. Of the functions performed by the city, town, village or special ward in compliance with the law or by cabinet order founded in law, those functions concerning matters that are particularly designated by law or by cabinet order founded in law as being properly the task of the To, Do, Fu or Ken, for which the To, Do, Fu or Ken must ensure appropriate handling. (hereinafter referred to as "Type 2 Statutory entrusted functions")
