Proposal for amendments to the NOx Technical Code on test condition parameter "fa" for engine family approval
Submitted by Japan
SUMMARY
Executive summary:
This submission points out the necessity for amendments to NOx Technical Code on test condition parameter "fa" for engine family approval and includes proposed draft text of MEPC resolution to resolve the issue.
Action to be taken: Paragraph 10
Related documents: MP/CONF.3/35, MEPC 43/10/4 and MEPC 43/21
1 In September 1997, the Protocol of 1997 to MARPOL 73/78 was adopted to introduce new Annex VI. This Annex requires that the survey of engines and equipment shall be conducted in accordance with the Technical Code on Control of Emission of Nitrogen Oxides from Marine Diesel Engine (NOx Technical Code). When the 1997 Protocol enters into force, the requirements of the NOx emission restriction apply to each diesel engine with a power output of more than 130 kW which is installed on a ship constructed on or after 1 January 2000, or which undergoes a major conversion on or after 1 January 2000.
Necessity to increase the range of parameter "fa"
2 Test validity condition for engine family approval is specified that test condition parameter "fa" shall be such that:
0.98 ≦fa≦1.02
For the turbo-charged engines with or without cooling of the intake air, the range of the absolute temperature of the intake air (Ta) to conform to this range of parameter "fa" is around from 22℃ to 28 ℃ approximately as shown in the attached Figures 1 and 2, and is a very limited range.
