8. Presentation by KL-Net, Korea

 

The second presentation was made by Mr. Yong-il Hahn and Mr. Hak-dong Kim from KL-Net Korea, who made the following points:

Summary of the Presentation:

- KL-Net is providing logistics information services in Korea.

- Major shareholders are over 50% government owned.

- Port management information system is the most important performance to KL-Net's establishment. To use PORT-MIS is mandatory.

- It is mandatory at the moment in Korea for shippers to apply for dangerous good inspection through PORT-MIS. They need to get a certificate number, and after notification through EDI, approval is given back to the shipping company. This whole procedure is carried out through EDI.

- Terminal EDI service is also mandatory implementation. By using EDI at the Terminal, it has ceased the congestion that occurred at the gateway prior to EDI implementation. Now, information is sent in advance for the terminal to make plans export.

- EDI service for shippers/container transporters is not mandatory.

- In December of 1996, Customs started to receive relevant information with EDI. Bonded warehouse, Shipping Company, Tally Company and Bonded Container Transporter have to send any information to Customs through KT-Net, which is mandatory and exclusive.

- Railroad EDI service is to save time because of congestion on the roads around the Capital. Shippers can use Inland Container Depot where trains carry cargo directly to the Container Terminal, avoiding the road traffic congestion.

- In the KL-Net user interface, the most critical area is the Finance Network.

- Stevedore takes the biggest portion in KL-Net and Customs Network is operated by KT-Net.

- The system configuration points out the differences between EDI and Internet.

After the presentations by Australia and Korea, the Chair mentioned that he would like to omit the presentation regarding EDI networks in Japan from the business of the day as it had already been respectively explained on his recent visit to Sydney and Seoul, which was agreed by the participants.
