We, Port Logistics Information System Association (POLISA), are a non-profit association incorporated and inaugurated in 1993 taking over the former partnership SHIPNETS Center. The Association has been acting inter aria as a core of UN/EDIFACT standards promotion in the port transport and logistics fields in Japan. The Association acted as the secretariat for International EDI Promotion Working Group of Logistics EDI Study Group (1992-1994) and International EDI Working Group of Logistics EDI Promotion Institute (1994-1997) having contributed to the development of UN/EDIFACT message subsets, preparation of user manuals and coordination of domestic EDI network infrastructure. The Association participated in the UN/EDIFACT Implementation Promotion Project (1996-1997) having contributed to the development of subsets for maritime export cargo documentation messages (Shipping Instruction, Dock Receipt and Bill of Lading), preparation of user manuals and implementation of pilot trials.

We have been carrying forward a project to initiate a research study this year on pilot trials of UN/EDIFACT standards in the international maritime transport related fields asking for participation of related businesses and government offices concerned towards implementation of international EDI in fiscal 2000. The project is supported by Ministry of Transport and funded by The Nippon Foundation. We shall contemplate and draw up essential points for the pilot trials of the international EDI and necessary draft EDI agreement and technical annexed papers. We shall discuss them with the EDI promoting organizations in the economies (countries) concerned in order to make preparation for implementation of the international EDI pilot trials.

The primary aim of the project for the first year is to identify, through discussions with the EDI promoting organizations, the scope of objectives (pilot users, messages, etc), preparation process, schedule for milestone activities and adjustments required to implement the pilot trials so that businesses involved in international trade and transport would be able to try and use standard EDIFACT messages in the trading chain between organizations in the economies (counties) concerned.
