2)　Let us look into an example, Vision 21 of the Shipbuilding Research Association of Japan (SRAJ). (Refer to Fig.8) Vision 21 raised by SRAJ lists wide range of themes for merchant ships to a fair detail, but the themes can only be considered assortments of elemental ones, mainly based on presently foreseeable requirements. Why so? May be because of lack of core theme through which each of the themes are driven towards concerted action.
