1.2 Life Time Cost Effectiveness
Very often initial investment is too much highlighted among management of ship owners and operators. For overall economy, more weight should be given to Life Time Cost. And if so done, even shipbuilders can build ships more loyal to their technical conscience.
1.2.1 Concept of Computer Integrated Shipping and Shipbuilding System (CISS) for Life Cycle Support is proposed by the Society of Naval Architects of Japan.(Refer to Fig.3)
1) But no single body can build such system, and united effort by the bodies concerned under strong leadership is required.
2) Concept of CISS ought to be motivated with leadership of shipping companies who will enjoy the fruit most.
3) To achieve CISS concept, more importance should be attached to wide range optimization, but presently optimization is confined to narrow range of sectors.
4) Enhance real time monitoring and control to ship performance, reliability of hull structure, worldwide ocean wave, current and winds, etc. This will provide good data for optimiization of operation and ship design.
1.2.2 CISS will require establishment of Life Cycle Product Model. (Refer to Fig.4)
1) If Life Cycle Product Model is well built, ship design can be done with more effective coverage of performances through simulation from life cycle point of view and output will be more persuasive in making management decision.
2) Difficulty of assessment will exist in the corrosion thickness reduction and reliability of hull structure. Database of corrosion and fatigue need to be accumulated through long time process as international effort, backed by continuous support.
