THE WORKING GROUP ON THE
REDUCTION OF THE HARMFUL EFFECTS OF THE USE OF
ANTI-FOULING SYSTEMS FOR SHIPS |

The Working Group is to
develop draft regulations and timetable for the
phase-out of harmful anti-fouling systems. |
|
2 |
The Working Group is to
undertake the following tasks; |
|
|
(i) |
apply the Guidelines on Application of the
Precautionary Approach (resolution MEPC,67(37)) to
the work of the Group; |
|
|
(ii) |
identify different legal instruments available
for effecting a global phase-out of organotins acting
as biocides in anti-fouling systems on ships; |
|
|
(iii) |
include in the appropriate legal instrument a
mechanism that allows anti-fouling systems other than
those in which organotins act as biocides to be
considered for possible future action; |
|
|
(iv) |
recommend to the Committee what year or time
frame is most appropriate for effecting the
prohibition of organotins acting as biocides in
anti-fouling systerms in light of the relevant
technical, environmental, Iegal and market factors; |
|
|
(v) |
prepare a draft legal instrument to allow action
to be taken regarding anti-fouling systems, in
particular one calling for a global phase-out of
organotins acting as biocides in anti-fouling
systems; |
|
|
(vi) |
prepare a report to MEPC, including the draft
legal instrument and a draft schedule for review and
adoption of the draft instrument; and |
|
|
(vii) |
develop a draft resolution for the twenty-first
session of the Assembly urging IMO Member States to
encourage application of less harmful alternatives to
organotins acting as biocides in anti-fouling systems
pending entry into force of a mandatory instrument,
Included in this draft resolution a provision calling
upon Member Governments to continue to promote
scientific and technical research on the
environmental impacts and efficacy of anti-fouling
systems. |
