PIRACY AND ARMED ROBBERY AGAINST SHIPS

Implementation of the anti-piracy project

Note by the Secretariat

SUMMARY

Executive Summary: This document contains information consequential to that given in document MSC 69/16/2 on the steps taken by the Secretariat in pursuance of the Committee's instructions (MSC 68/23, paragraphs 16.5 and 16.6) that action should be taken to prevent and suppress acts of piracy and armed robbery against ships

1    The Committee, at its sixty-ninth session (MSC 69/22, paragraph 16.4), noted that, pursuant to its instruction at its sixty-eighth session, the Secretary-General had entered into consultations with the Ambassadors and High Commissioners in London of countries where piracy and armed robbery had most frequently been reported and, that as a result of these consultations, agreement had been reached for the Organization to send missions of experts to a selected number of countries to further discuss the implementation in those countries of the IMO guidelines for preventing and suppressing piracy and armed robbery against ships (MSC/Circs.622 and 623). The missions were to be followed by regional seminars intended to assist Governments and officials in the countries concerned to enhance their capability for combating such unlawful acts in their waters.

2    MSC 69 further noted (MSC 69/22, paragraph 16.5) that the Secretariat had drawn up a budget for four regional seminars planned to be held, subject to the availability of funds, in Singapore, Rio de Janeiro, Lagos and Aden for selected countries in South East Asia, South and Central America, West Africa and the Indian Ocean regions respectively. The Committee urged governments and international organizations receiving requests for financial or technical support to implement the project the Secretariat had put in place to consider them favourably. To date, financial assistance and expert support has been received from the Governments of Australia, Denmark, Greece, the Netherlands, Norway, Panama, the United Kingdom and the United States as well as from Inmarsat, ICS/ISF, OCIMF, INTERTANKO and ICFTU/ITF.

3    At the time of writing, arrangements for the mission of experts to the South East Asia region are at an advanced stage in co-operation with the Governments of Indonesia, Malaysia and the Philippines. The. mission is planned to take place in early October 1998 and its outcome will be reported in an addendum to this document.

 

For reasons of economy, this document is printed in a limited number. Delegates are kindly asked to bring their copies to meetings and not to request additional copies.

 

4    A regional seminar and workshop for the South East Asia region is scheduled (see Circular letter No. 2083 of 9 September 1998) to take place in Singapore from 3 to 5 February 1999 for representatives of Cambodia, China, Indonesia, Malaysia Philippines, Singapore, Thailand and Vietnam and the Associate Members of Hong Kong, China and Macao.

5    A second mission of experts has been organized in co-operation with the Government of Brazil to take place in conjunction with the regional seminar and workshop (see Circular letter No. 2042 of 11 June 1998) for the South and Central American and Caribbean regions. The mission and regional seminar for representatives of Brazil, Colombia. Dominican Republic, Ecuador, Jamaica, Panama, Suriname and Venezuela will take place from 18 to 23 October 1998.

6    A third mission of experts, to be followed by a regional seminar and workshop, is also planned for the West African region for the late part of the first half of 1999. Subject to the availability of funds, a similar mission and a regional seminar and workshop for the Indian Ocean region is also envisaged to take place at an appropriate time in 1999.

7    The Committee is invited to note the above information and take action as appropriate.
