1 The NAV Sub-Committee
at Its forty-second session was
informed by the
Russian Federation experts and
shown videos on
various dimensions of WIG Craft
operation. It carried
out wide discussion and considered
in detail
operational questions of WIG
Craft concerning safety
of navigation and COLREGs (NAV
42/WP.3/Add.1). At its
forty-third session, the NAV
Sub-Committee noted
additional Information of the
Russian Federation on
operational aspects of WIG craft,
their affinity to
high-speed craft (HSC) at operational
mode, confirmed
necessity of the COLREGs application
to WIG Craft
operation, and also the necessity
of their possible
amendments. The Sub-Committee
invited Members to
provide comments and proposals
on the question and
asked the Russian Federation
(document NAV 43/WP.5)
to prepare draft possible COLREGs
amendments for
consideration at the forty-fourth
session of the
Sub-Committee.
2 Having considered the documents
submitted to the NAV 40-43 sessions,
relating to
operational aspects of WIG craft,
taking into account
the discussions results, the
progress achieved at the
NAV 42, and the NAV 43 sessions,
and also philosophy,
terminology and the basic provisions
of the Code of
Safety for WIG craft (WIG Craft
Code), contained in
the last report of the WIG Craft
Correspondence Group
(DE 41/16), and taking into account
the proposals of
Netherlands (NAV 43/3/4) and
IAIN (NAV 43/3/12) on
possible COLREGs amendments for
account of HSC, the
Russian Federation submits to
the Sub-Committee's
consideration the following comments
and proposals:
2.1 WIG CRAFT PECULIARITIES. GENERAL
PROVISIONS AND PHILOSOPHY, WHICH
SHOULD BE APPLIED
WHEN DEVELOPMENT AND PUTTING
IN FORCE OF THE
AMENDMENTS TO COLREGs, RELATING
TO OPERATIONAL
ASPECTS OF WIG CRAFT
2.1.1 To take into account operational
aspects of WIG Craft, amendments
to COLREGs Should be
minimum and in accordance with
the philosophy, basic
provisions and terminology of
WIG Craft Code.
