6 The use of traffic separation
schemes in full compliance with the 1972 COLREGs is a matter
of essential importance for all tratffic separation schemes,
and not only the schemes in the Turkish Straits.
7 The delineation of all traffic
separation schemes should be such that ships using the
schemes should be able to comply at all times with the 1972
COLREGs, in particular Rule 10 of the Regulations.
8 With the foregoing in mind, the
following amendment to section 6, “Design Criteria” of
resolution A.572(14), the General Provisions on Ships'
Routeing is proposed:
.1 New paragraph 6.8
“6.8 Traffic separation schemes shall
be so designed as to enable ships using them to fully
comply at all times with the International Regulations
for Preventing Collisions at Sea, 1972, as amended.”
.2 Renumber existing
paragraphs accordingly.
9 Established traffic separation
schemes which do not meet the above mentioned requirement
should be reviewed and, if found to be necessary, amended.
Action requested of the Sub-Committee
10 The Sub-Committee is invited to
consider the above proposal and decide as appropriate.
