1 This submission related to the report of the Working Group on Ships' Routeing and Related Matters, included as annex 10 to the report to the Committee by the forty-third session of the Sub-Committee on Safety of Navigation. This document is submitted In accordance with the provisions of paragraph 45.4 of the Guidelines on the organization and method of work of the MSC and the MEPC and their subsidiary bodies (MSC/Circ.8 16/MEPC/Circ.331).
2 ICS notes that the Committee is invited to approve (MSC 69/5, paragraphs 2.12 to 2.14):
.1 proposed amendments to the routeing system in the Strait of Istanbul, the Strait of Canakkale and the Marmara Sea;
.2 draft revised Rules and Recommendations on Navigation through the aforementioned Straits and the Sea of Mannara; and
.3 draft recommendations addressed to the Government of Turkey.
Action requested of the Committee
3 ICS has followed the discussions in IMO on this matter and is particularly anxious that there should be early resolution to the problem encountered by large ships transiting the Strait of Istanbul, the Strait of Canakkale and the Marmara Sea, inasmuch as they are currently unable to meet their obligations under the 1972 COLREGS.
4 Shipowners are seriously concerned that without urgent and co-operative action, collisions and groundings may occur to ships because of their inability to comply with the internationally agreed rules established by IMO.
5 Noting also resolution A.858(20), ICS urges all concerned to agree on the early implementation of amendments as set out in document NAV 43/15, annex 10.
